Sanctions are actually super effective if done right. But you have to hit the businesses owned by family / friends / support network of the actual dictator, not just put up some symbolic sanction which will only affect people living in the country in question.

living some months a year in Vilnius ,I can tell you situation is enough clear:Lukashenka is hardly softly blackmailing western Europe (with Putin help) let's not forget that a new nuclear plant is situated just 5 km from Lithuanian border
