I'm saying that everyone has the right to apply for a driver's licence. You can't take that right away based on their earlier behaviour.
Further, I'm advocating putting illegal drivers through drive school and hopefully learning how to drive responsibily.
And last: if they're unable to drive sober afterwards, the card can always be taken away. AND it's easier to document their further actions if they're on the right registeries.

We’ve GOT to stop believing abusive people and organizations over the people they’ve victimized.
