Ah, interesting. I can definitely believe that of Vargas; I don't know enough about Benavides to know whether it fits or not.

I am a 70 year old US citizen and even as a child in grade school I thought it was wrong to have international courts yet have the US government to tell these bodies to 'go fish.'
