There is one more element about the loose and biased use of the word 'terrorism' or 'terrorist'... it also conveys legal implications.
'Terrorist', like 'pirate', have special laws written for them in many territories and international law. These laws allow for different proceedings, punishments and remedies.
They may also remove some of the otherwise general protections for the people pursued for any crime. (ie. presumption of innocence or the right to a fair trial).
Language is very powerful because can unite or divide people, and it can also make potent legal constructions.

The Geneva Convention (https://en.wikipedia.org/wiki/Geneva_Conventions#Application) does not set some unattainable standard -- the opposite. It is literally the lowest moral standard we can collectively, worldwide, agree on. It is the bottomest bottom of what might still be acceptable in an armed conflict. There is no excuse - EVER - to violate the Geneva Convention.
Murdering innocent civilians is a gross violation of the Geneva Convention.
