Some people hate PHP because it was their first language, they wrote a ton of bad code in it, learned better practices along the way as they switched to other languages, and then look back on their old code and blame the language.
@ramsey Well, PHP has evolved also :) Although I remember chatting to Rasmus at a conference we were speaking at once and I asked him what his favourite and not-so favourite bits were and he replied “I don’t know, I write C everyday.” 
@aral He’s not active in regular development of the language and also disagrees with some of the new features, though as long as it doesn’t get in his way when he’s using it, I think he’s generally okay with the progression. (This is my paraphrasing of things I’ve heard him say over the years.) The language has no BDFL; never has.
