The first screenshot is a deceptive design (the third option, “I only want to hear about this petition’s progress”, is missing, on purpose, to coerce people into signing up for notifications about other petitions by bundling them in with the one they’re supporting).
The second screenshot is just plain old incompetence.

@aral I could kind of get it if it was a domain that was pretty frequently used by scammers (I've heard .su falls into that category) I'd get it, but Albania? What do they have against it?
